This study aims to determine the learning strategy in Pendidikan Kewarganegaraan material in character building of students in grade V SDN Gunung Picung 05 Pamijahan Bogor. This type of research is descriptive qualitative. Data collection techniques are carried out through observation, interviews, and documentation. Informants in this study were grade V teachers and the principal. The results of the study explain the learning strategies carried out by teachers are cooperative strategies, Thinking Ability Enhancement Learning Strategies, and expository learning strategies. In addition, supporting factors for the implementation of these strategies were obtained, namely support from parents, teachers, principals and motivation from within the students. while the inhibiting factors are technical matters from the implementation of these strategies.
