Learning Pancasila and Citizenship Education (PPKn) on rights and obligations in elementary schools requires an approach that is not only conceptual, but also contextual and applicable. However, learning practices in the field still tend to be teacher-centered, with limited media use and less able to encourage active student involvement. This study aims to analyze the need for developing interactive learning media on rights and obligations at MI Al Hidayah, Bogor Regency. The study used a qualitative approach with a needs analysis design through observation, interviews, and documentation techniques. The research subjects included elementary school teachers and students. The results show a gap between the current learning conditions and the expected ideal conditions, especially in aspects of material contextualization, utilization of learning media, and student engagement. Although supporting facilities such as digital devices are available, their utilization is not optimal. Therefore, it is necessary to develop interactive learning media that can present material visually, contextually, and participatory. Eduplay-based media with a gamification approach is one relevant alternative to increase student motivation, engagement, and understanding. These findings provide an empirical basis for the development of interactive learning media that are more innovative and appropriate to the needs of elementary school students.
